CORPORATE PURPOSE
We support public, private, and international cooperation organizations in the design, monitoring, and evaluation of policies, programs, and projects, through methodological rigor, evidence, and capacity building.
TRACEVAL Consulting provides consulting and institutional strengthening services in public policy, monitoring, evaluation and learning, data analytics, applied innovation, and training. Our purpose is to strengthen capabilities to transform evidence into better decisions, generate impact, and promote sustainable change.

FOUNDERS AND LEADERSHIP
Our founders
TRACEVAL Consulting was founded in Bogotá in 2026 by Jeff Vargas González and Luisa Fernanda Esteban Ruiz. Working alongside them is a network of specialists and partner organizations in various countries, who join each project according to its requirements.
CO-FOUNDER · GENERAL DIRECTOR
Jeff Vargas González
Economist and Master in Public Policy from the Universidad de los Andes, with over ten years of experience in public policy evaluation and quantitative analysis. At the National Planning Department, they led the National Evaluation Agenda in various sectors with a territorial focus, and directed impact, mixed-methods, and theory-based evaluations. They are a university professor at various institutions and an executive instructor in programs for the UNDP, OAS, CLAD, and IDB. At TRACEVAL, they direct the firm and its evaluation services, monitoring systems, and evidence use.
CO-FOUNDER · Director of monitoring, evaluation and learning
Luisa Fernanda Esteban Ruiz
Economist and Master in Public Policy from the Universidad de los Andes, with over ten years of experience in monitoring and evaluation of public policies. At the National Planning Department, she led the monitoring of commitments of the National Development Plan, prior consultation with ethnic groups for the 2022-2026 NDP, and the monitoring of judicial rulings and special affairs, designing indicators and compliance frameworks. She also promoted the territorialization of information systems, coordinating national and territorial entities. At TRACEVAL, she directs the MEL practice, with an emphasis on results frameworks, indicators, evaluation design, and the use of evidence in decision-making.
